Helper City Municipal Code Update

Helper City is undertaking a comprehensive update of its Municipal Code – the full set of rules and regulations that govern how the community operates, develops, and grows. This effort touches every title in the Code, from general provisions and administration to public safety, public works, and land use.

The goal is straightforward: make the Code work better for everyone who relies on it. That means improving internal consistency across titles, aligning provisions with current Utah state law, incorporating current best practices in municipal governance and planning, and rewriting language so it’s clear and usable for residents, businesses, and City staff.

This is a multi-phase project, with updates being developed and reviewed title by title. We invite the community to follow along and share feedback as draft materials become available. The draft materials will be shared through this website.
